Lake Forest has a population of just under 20,000. Like the other towns that hug the Lake Michigan shore between Chicago and Waukegan, the municipality hasn’t experienced much population growth since the 1980s. This is largely due to a lack of undeveloped land and strict preservation ordinances that require a certain ratio of open space to housing units in most parts of town.
